Countries wishing to be considered for designation as the World Capital Country of Women and Girls in Science are encouraged to submit their applications through official diplomatic or institutional channels to the International Council by electronic mail at: Secretariate.WorldCapital@rasit.org.



Application Dossier Requirements



Each Member State shall submit a complete Application Dossier containing the following components:


1. Background
The Country Overview should present relevant national data on the status of women and girls in science, including comparative percentages between women and girls and men and boys across all scientific, social science, humanities, and technology fields, as well as in leadership roles and employment sectors, supported by official statistical sources. It should also outline national efforts to promote and empower women and girls in science, highlighting key urban and municipal initiatives, national policies, institutional programmes, and major partnerships and achievements.

2. Vision and Strategic Framework
The Framework outlines the designated country’s national vision for advancing women and girls in STEAM, the selected Theme of the Year, and the proposed national logo accompanied by a written rationale. It also details the goals to be achieved during the Year of Designation, including timelines, milestones, and indicators of progress. Finally, it identifies the designated National Coordinator(s), with institutional affiliations and contact information, responsible for liaising with and coordinating all matters with the International Council.

3. Partnerships
The dossier must include a comprehensive list of national and international partners, covering governmental bodies such as ministries, parliament, and national agencies private sector entities academic institutions including universities, schools, colleges, and research institutes civil society organizations municipalities and local governments media partners across television, radio, newspapers, and news agencies as well as additional partners such as museums, cultural institutions, celebrities, airlines, tourism boards, and members of the regional and international community.

4. Proposed Programmes and Events
The dossier must include a detailed list of proposed programmes and events for the Year of Designation, outlining for each programme its title, objectives, anticipated impact, location, organizing bodies, principal executor, programme category and type, target groups, and alignment with relevant United Nations agendas, Sustainable Development Goals, declarations, or observances.

Each entry must also specify funding sources, limited strictly to legitimate contributors whose activities align with the initiative’s principles, and exclude any entities involved in illicit or criminal activities, subject to UN sanctions, or engaged in practices that undermine gender equality, human rights, scientific integrity, or the well being of women and girls.

Programmes must additionally include start and completion dates and indicate their duration, whether measured in hours, one day, or multiple days.

5. Encouraged Programme Elements
Member States are encouraged to incorporate cultural programmes that promote tourism and national heritage, to co‑organize events with private‑sector partners and international organizations to enhance global participation and visibility, and to ensure all programmes include accessibility measures that enable full participation for persons with disabilities. They are also encouraged to organize events through their diplomatic missions featuring national women‑in‑science experts, strengthening global visibility for their scientific leaders and demonstrating the country’s commitment to equity in STEAM.

6. Application Timeline​
Member States must submit their applications no later than six months before the start of the designated year. Applications received after the deadline may be considered for the next available cycle.Countries may apply up to three years in advance, but not beyond that limit.



Selection Procedure for the World Capital Country



Assessment of Applications

The International Council shall conduct the primary technical assessment within forty five days, evaluating applications solely on the submitted dossiers, the criteria outlined in the Mandate and Rules of Procedure.


Evaluation Framework

Applications shall be evaluated by the International Council using a standardized and transparent assessment framework. The evaluation shall consider the applicant country’s policy alignment, implementation capacity, demonstrated impact, inclusiveness, partnerships, innovation, and the forward looking strategies demonstrating future potential and scalability.


Decision on the Designation of the World Capital Country

The Chair of the International Council adopts the final designation decision based on the evaluation framework, and the Steering Committee’s recommendations. The Chair submits the Full Designation Report to the RASIT Executive Director for endorsement. The designation becomes effective only upon endorsement.


Notification

Once endorsed, the Chair formally notifies the designated country or countries through official diplomatic channels, including a Note Verbale and accompanying documentation.


Number of Designations per Year

Normally, one country is designated each year. In exceptional circumstances, up to three countries from different geographic regions may be designated when this strengthens global representation and strategic impact.


Public Announcement

After endorsement, the RASIT Executive Director and the Chair of the International Council jointly issue the official public announcement.




Monitoring Framework



The International Council monitors the implementation of the World Capital Country’s programme throughout the designation year to ensure alignment with the initiative’s objectives, commitments, and standards. Based on its monitoring, the Council may issue recommendations to the designated country to strengthen implementation, address challenges, and enhance the overall impact of the designation year.



Submission of the Final Official Report by the Designated Country




Agreement to Submit a Final Report


At the conclusion of the designation year, the designated World Capital Country shall submit a Final Official Report, including supporting evidence, data, media records, financial summaries, and impact indicators, to the International Council. The International Council shall transmit the report to the RASIT Executive Director, providing a comprehensive account of the implementation of the programme.


Scope and Content of the Final Official Report


The Final Official Report must provide a comprehensive account of all programmes, activities, and initiatives implemented during the designation year, including an assessment of successes, achievements, and measurable outcomes—particularly those contributing to the advancement of women and girls in science. It should document best practices, innovative approaches, and lessons learned, and offer an analysis of national and international engagement through partnerships, outreach, and visibility efforts.


The report should also reflect on the legacy and sustainability of initiatives launched during the year and present the designated country’s vision for the way forward, including recommendations for strengthening future designations. In addition, it must acknowledge the individuals, institutions, and partners who contributed to the year’s activities, and include financial summaries detailing expenditures, funding sources, and compliance with the financial integrity standards established by the International Council.


Official Submission and Presentation of the Final Report


The designated World Capital Country shall submit the Final Official Report to the International Council, which shall transmit it to the RASIT Executive Director. The designated country shall also publish an announcement of the Report on its official government websites and communication channels.


RASIT and the designated country shall jointly organize a Plenary Briefing for United Nations Member States to present the achievements, best practices, and overall success of the designation year to the international community.
